½ tsp sea salt (preferably fleur de sel), plus more to taste

Rinse the rice several times until the water runs almost clear.
Combine rice, coconut milk, sugar, and salt in a medium heavy-bottomed pot over medium-high heat. When the liquid comes to a boil, stir well, scraping the bottom of the pot.
Cover the pot and turn the heat to low. Cook for 15 minutes.
Turn off the heat and let the rice rest, covered, for 10 minutes. Fluff gently with a rubber spatula. Taste and adjust salt as needed.
